Saw this car in Salem, Oregon recently. What is it?

Looks like one of the several variations of a rolled steel car.

Agreed, haven't seen that type yet, quite different shape but I'm assuming similar capacity.

Its a new steel coil car, we just had one to unload here on the Clinton Terminal Railroad in NC,interesting set up!

The car is designed to haul coils "suiside" or eye to side, rather than the standard of the eye to front/rear. 

This allows the coils to be loaded and unloaded by both c hooks and coil grabbers. It also allows the coils to be loaded/unloaded by forklift.

Somebody just thought of this after 100 years, or whatever, of hauling coils of steel by rail?  Is there any disadvantage?

The Pennsylvania RR used to have a large fleet of coil cars that had simliar latitudinal cradles in them, and they were in service well into Conrail. The only difference I can see with these UP cars is the covers; the PRR cars were uncovered, at least when I saw them in later years.

Actually the G-41 class coil cars of the PRR were built with covers. -------- Ken

It's the normal set-up in Europe, too. Car type 'Shimms' or variants. We only don't use detachable roofs, but telescope or hood type.
First times visiting the USA I was wondering, what was in those 'butter dish' cars...

When talking about coiled steel, or any metal, capacity is measured in weight, not size.

On the West Colton to Fresno train today there was two of the cars.
213114 and 213196
This was the first time I have seen this type of car.
