When the car is empty the brakes are not applied as strongly when the car is loaded. The wheels would slide with a strong brake application. the plunger is forced down to the frame of the car when loaded giving a stronger application.

There is another small air reservior on the car that puts air into the brake cylinder when this valve is opened. Or at least that's how I think I remember it.
