Reminds me of some utility works that use them when parking their trucks along streets. I can halfway see that, but this for MOW equipment!!???? Safety requirement I understand, but these workers are trained in safety by their employer as you well know. I don't see a public road where people would be walking or driving, so to me it looks like overkill.
