Looked like a traction motor flashover. Obviously not a locked axle/burning wheel.

It takes a lot of throttle to move long and/or heavy cuts into a track or when you are trying to kick cars. It also requires a lot of handbarakes and rail skates to keep cars in stationary. When you are at West Winslow taking a picture of a westbound train leaving the yard those locomotives are really working.
