I always thought a port involved ships and water.

Port:an inland town or city whose connection to the coast by a river or other body of water enables it to act as a port; or
a town or city with a harbor where ships load or unload, especially one where customs officers are stationed.

While driving through Oklahoma on Historic Highway 66, we encountered the Tulsa Port of Catoosa.  There's also a Tulsa Port of Inola.  Apparently the Verdigris River is navigable from its junction with the Arkansas River as far inland as the Tulsa area, and can support barge traffic. There are some large railroad yards in the area; they look big enough to have on-site switching locomotives.
