Eastbound Loaded Yellow Used Tie Gons Over Donner

Anyone know the origin or destination of these things ?  The last couple weeks I have observed numerous manifests with these loads on the Roseville and Colfax railcams. There must be serious tie replacement work ongoing somewhere.  I doubt if these will be backtracking to Flanigan for processing . . ?

Big tie replacement campaign on the Canyon Sub is just finishing up. They might be from there. Saw a string of them in Oroville a couple days ago.
