Jammies Environmental Inc having Bad Luck

Jammies Environmental Inc was the outfit called to clean up the derailment in Ontario, OR Sunday evening. They were moving cars around Monday morning. All the cars were upright, but in trying to move one of the loaded tankcars, a cable snapped and the tank toppled to one side. Jammies is based in Longview, WA, but I know very little about them.

Don't they typically try to empty/evacuate the cars before they do this??
