A locomotive disquise as MOW. Had one here near Chiloquin, Or picking up used ties. They were moving around 30MPH when not working.

Any MOW equipment movement on the rails 10 or 15 or 20 MPH must be operated by a terratory qualified full train crew, meaning engineer and conductor. Maybe add a qualifier, such as if the consist has a total estimated weight of under 100 tones up to 25 MPH allowed with only MOW personal operating.
