That is a serious detector! Looking for people riding on the trains, I'm assuming, as well as what a hotbox or dragging equipment detector looks for? Operated by the railroad or the feds?

At that website, it says-
  • A freight train rolls through the portal at normal speed. This process allows railroads to get a more accurate sense of how components are performing while they are being used as intended. It works much better than when a train is standing still.
Sounds like the AAR's promoting a reason to lay off car inspectors.

For instance "it's also spotting defects that those same Carmen now have to fix, and management has a harder time trying to sweep the little things under the rug" and "The biggest reason we like it is that managers can't just let the [Bad Orders] go because we are busy or they don't want dwell etc it's all automatically applied to the cars in the system. They still release stuff anyways but now their name is tied to the defect so when something happens it's their ass and not ours."
