Yes, because those "ditch lights and red/green markers" do NOT transmit brake pipe pressure information to the "Mary" box in the cab of steam and/or diesel locomotives, as the newer style "active FREDs" do. Plus, with the "active FREDs" the Engineer can put the train in emergency from the rear end, by activating the FRED from his "Mary" box in the cab. Thus, ALL trains on UP, BNSF, NS, CSX, etc. will have a FRED on the rear end.
