Southern Railway duplexes

On page 570 on the October 1917 issue of Popular Science Monthly which can be located in the Popular Science Google Books website, there is an article on the Southern Railways tender duplexes, where the tender had a full mechanism (piston, side rods, drivers, etc) beneath it. I have seen photos of 2-8-2+2-8-0 and 2-10-2+2-6-2 versions.

As I recall they didn't expect much TE
from the tender drivers-- maybe 15000 lb?
Less than 20000, anyway.

I'd think TE would have to be based on a nearly-empty tank, no?
