This looks like Fort Wayne east of the downtown, eastbound on the old NKP past the former Wayne Pump buildings.  Fascinating consist heading for the CVSR.  The 3 NS coaches were dropped off at Bellevue.

Wayne Home Equipment still occupies most of that building complex.  The area behind it with the big white tent structure is the starting point for the big storm water tunnel they are digging under the city.
