I've never seen a tender ladder like 1560 before.

91 is at the Middletown & Hummelstown now near Hershey, PA. Very nice!!!

Great photos and thanks for sharing.
 
What caught my eye, was 8448’s valve gear.  Do you know what kind of valve gear this is, as it doesn’t seem to have an eccentric.

Maybe not en ough space between the cab overhang and extended coal bunker for a man to squeeze through, so they got to the top of the coal pile using the ladder?

It is Young Valve Gear.  Instead of an eccentric, it takes its motion from the crosshead on the opposite side of the engine.
