She Certainly Is An Impressive Locomotive, But Whose Is She?!

It has been a while since I have challenged those here to identify a steam locomotive that was not often seen.  When a certain locomotive is rarely photogrpahed, they tend to be a bit harder to spot some 70+ years later.

Here is a big 3-truck Heisler that fits that bill.  Let's see who can tell us who she is working for in this photo and where this operataion was.  Good luck.

I don't recognize the photo, but I see the following....   it's a West Coast Special Heisler....  

I'd guess the picture was taken in the 40's or 50's.

The vegetation says PNW....

Can't think of an Oregon scene this could possibly be, so I'm thinking WA or BC.

I wonder if Kinzua Pine Mills had another Heisler? Some of the details are different from 102.

White RIver #3?  Hose reel is oriented wrong as compared to other photos I can find of their Heisler, but its worth a shot...
