That's a wow!

It looks like a MILW L3 Mikado up front with possibly a S1/S2/S3 Northern following.  Location guess would be the Dakotas - possibly between Milbank and Aberdeen, SD?  I believe there was a pretty good grade somewhere between them.

AWESOME!

No. 358 was a class L-3 mikado, one of the USRA engines.  All L-3's were assigned to the transcontinental line, Chicago to Harlowton, so I concur it's likely South Dakota.

The 4-8-4 is an S-2, though most of the S-2's had a skirt below the cab.  The exhaust steam pipe above the drivers from the cylinders to the tender is for a Wilson hot well feedwater heater in the tender.

Lighting and number of empty grain boxes indicates a westbound.

Given that the S2 is sporting a Mars light, I’m going to guess that it’s somewhere on the C&M sub between Chicago and Milwaukee. Plenty of wide open space like that as you get into Racine and Kenosha Counties. Mars lights were not used on all divisions.

I think the two-arm pole line indicates west of Minneapolis.  Also, the rail and roadbed aren't heavy enough for the C&M.
