Boy, that is a stretch for the Central Pacific #60.  That's Hollywood for you.

Back in 2003, there was a Discovery Channel program called "Industrial Wonders: Transcontinental Railway" that used Durango & Silverton narrow gauge, outside-frame 2-8-2 #478 as a substitute for the Jupiter and three truck, standard gauge Sierra Railway Shay #2 as a substitute for UP 119 for the digitally-assembled Golden Spike scene.  Over the course of the program, the Shay occassionally changed costumes and portrayed a Central Pacific locomotive as well:
