What is this? We researched it and couldn't find any information, It is at the National Railroad Museum in Green Bay.

In a way.  According to an old thread on RYPN, Green Bay created it in 1996 for one of the first US "Day Out With Thomas" events, so it's the forerunner of the other Thomas replicas running around now.  Apparently it isn't an authorized Thomas anymore and therefore isn't decorated as such:
