Steam locomotive on the NYS 90 Thruway today

I was going eastbound on New York State Thruway this afternoon and saw a low boy trailer with what looked like a narrow gauge steam locomotive on it going westbound towards the PA line.  Had an escort vehicle following it.  Didn't see a tender on it.  Any ideas on what it was or where it is going?

Were they 24” gauge Porters?

Rick Rowlands posts about these over on RYPN.  Two coming down from Canada to join the one he has already restored.  Oddball 23" gauge, and extremely heavily built for traction.
