Northwestern Steel and Wire 28 is switching their plant in Sterling, Illinois somewhere between 1969 and 1973. She is an ex-Grand Trunk Western 0-8-0 switcher.

Yep I shot some stills and Movies of that engine in 1969, and maybe 1970.  I know we made 2 visits.  Do you remember the security guy with the black patch over
his eye.  He ran us off some location we were not allowed!!!  I think they had 2-3 engines working at one time when we were there.  One on each end of the facility.
28 was there for sure.

Great shot and composition!

Was the original headlight stolen?

Or was the 3 tiny lights deliberate to make the steamer ugly as if to discourage fans from wanting to enter the plant for photos?
