    This poor beast is in Steamtown..whose well earned nickname is the " steam blackhole"...where projects go to die.

    If you extrapolate, it took them 16 years to restore a little 0-6-0, yes years, not months or weeks, 16 YEARS!!! 

    Based on comparative complexities that would equate to the 3713 being finished sometime around 2083 give or take a few years. 

   If that proves right most folks around now will be long gone by then.

Also, look at how long that bunch played around with PRR 1361..
only now is that engine getting the rebuild it deserves.
Looks like '13' in you number is very unlucky.

Thers's a lot to bringing a boiler into tip-top shape, and loco fireboxes 
are critical to get 'right'---- if you don't know what you're doing....all the other
' playing around'  with the 'macninery' will not be worth the effort and won't 
get the engine functional until the boiler is 100%.

I'm glad that the boiler inspection rules of year 2000 are in effect.
I'm also curious about how the 'riveted seam'  "every 5-years inspection" requirements
appies to all-welded boilers, with today's high-quality boiler fabrication rules and high
quality-control measure, like seam x-ray inspections, will apply as more brand-new boilers 
are manufactured.

But, Ross's above comments are spot-on, and the "progress" so far, is an accurate
reflection on the skills of those responsible for accomplishing the task.
They'll burn through several  "15-year boiler periods"  before lighting the first fire!

Steamtown should hire Wasatch to finish the job.   Oh wait,..
