Apparently, Someone named Gary Southgate has purchased Canadian Pacific 3101, the 4-8-4 on displayed outside of a steel mill (i believe) in Regina, and is planning to restore to operation. His plan is to build 25 miles (40km) of tourist lines. He's already purchased a few a units and a bunch of passenger cars.

Mr Southgate has been acquiring equipment for some time now; the original poster on that thread didn't initially show much knowledge of that fact, despite supposedly being involved with preparations for moving the 3101 out of Regina. I'd take the news with a large grain of salt.

That said, I'd love to see him fulfill his dream, and will definitely head out to Eastend to see the 3101 if it makes it to operation!

Sounds interesting, but I would like to know if the "new owner" knows about what he is about to purchase.  

Facts will appear on this issue, and I would not spend a dime until I knew about the owner's plans.

Gary Southgate has been purchasing CN and CP equipment for nearly 20 years now, but I haven't seen anything restored or operated from this collection.  Does anyone know of anything he restored or operates?

Wouldn't it be easer, less costly and take less time and to acquire or lease a railroad rather than build one? Or perhaps that was how it was worded by the OP.
