B&O One-of-a-Kind

In 1928, Mount Clare built the one and only P-9 with a watertube firebox, Caprotti poppet valves, and then named it the President Cleveland. The 5320 lasted only until 1929 when it was reconfigured into a P-9a, losing its Caprotti poppet valves in the process. By 1947 it had been rebuilt into a P-7 according to steamlocomotive.com. John S. Powell caught it at Folsom, Pennsylvania leading #4, the St. Louis-New York Express on April 27, 1929 in its as built appearance. Am I the only one who thinks this engine has a Pennsy look to it?  Add a keystone number plate, a delta trailing truck and a slatted "chicken coop" pilot...

I seem to remember that PRR and B&O did have some sort of corporate connection at one time. No details come to mind, though.
