The bare ground is the US Forest Policy of the time: "Bare mineral earth", for fire prevention. The SP Palmdale Colton cutoff was built in 1966-67 and that phrase was the construction specification. By the 70s the requirements had been changed to require planting of native vegetation as for the Santa Fe relocations and the SP siding extensions. Planting was not required for bare rock surfaces or the roadbed and maintenance roads.
