Read several websites about this paint scheme, several saying it never existed .... well here it is @ Pittsburgh, PA in 1959. The slide was taken by Howard Fogg and the second pic here is of that slide mount, with Howard's notations.

In the original shot the unit is in shadows, and I had to lighten it so that more detail showed.

This certainly looks like he kept the NYC black, grey and white colors so there was no need to add to the paint inventory.

I wonder if he had anything to do with any of the black and turquois layouts?

A handsome paint scheme, for sure.

Atlas produced a limited run HO-scale model of a GP7 in this scheme.

That would have been a really sharp looking paint scheme if they had only adopted it, especially on the U28B's. I've never seen this before.

Let us not forget the fine set of postcards he(Mr.Fogg) did for P&LE at the behest of Mr.Barringer.
