Amtrak 600 class E-8b. Possible fuel carrier?

At Janesville Wis in the early 1980,s came across this Amtrak E unit. Looked pretty straightfoward except for the number. Why it was here I have no idea, but it was probably off Amtrak,s roster.

Steam generator car. There are reports it was HEP instead, but I think the steam generator story has more credibility.

The book, Amtrak By The Numbers also shows it as a "Heater Car", converted from E8B 469.

Converted in late 1970s to run w/the F40PH's on the railroads that banned / restricted the SDP40Fs.
