It appears to be Canadian, note the class lights and bell location, and possibly CN without dynamic brakes.. Was it repainted at some point?

Edit: Railroad picture archives says it was built as "DVR 227" which would be Devco Railway (Cape Breton). https://www.ebay.com/itm/Original-Rail-Slide-Devco-Railway-Cape-Breton-Dev-Co-227-Victoria-Jct-7-1992-/303121190689 All the details match except the stepwells ...
