This particular caboose was bought by the Penn Central along with a bunch of others in this class. They were all delivered to Conrail in April of 1976. The 21300 is an N-21 Conrail built caboose from a New York Central design in 1978. Along side is N-5C 23112 built for the Pennsylvania Railroad. There were two classes built by Internationa Car Co for Reading Class NEa #94100 - 94109 built 1970 All went to Conrail Class NEb #94110 - 94119 built 1971 All went to D&H Some of each still survive (info from Reading Company Cabooses, John W.
