I just cannot tell, is this the second section (low level section) of #17 or could it be #23 with a heavy summer consist?

The Super Chief and El Capitan ran separately for the last time during the summer season in 1969. El Capitan had long since lost its unique numbers in the timetable, so both trains ran as sections of No. 17 and 18. As you can see in those old threads, the fact that neither train at Raton in valmont's photos is flying green flags for a second section has prompted a great deal of consternation and disapprobation.
