I suspect that these people may be off a Pacific Railroad Society special from Los Angeles and these units were spotted their inspection. Looks like SP was proud of their new power and wanted to show it off.

Info below from here http://espee.railfan.net/f_unit-index.html points to this photo being taken in the Summer or Fall of 1949. Beginning in 1949, SP began to receive 120 of the new EMD F7 model, from June 1949 thru October 1949, delivered in ABBA sets and numbered 6140A,B,C,D - 6169A,B,C,D. Edited 1 time(s). The class was delivered between 10/48 and 2/49. I think Joe Strapac's Compendium has the specific delivery date, but I only have my notes in front of me at the moment. And you're also right about 6180 being the first F7A. Class DF-3, delivered 6/49.
