I think that series of DL&W cabooses were built by the railroad at their Keyser Valley (Scranton) shops using frames of former steam locos.

An interesting photo that shows a practice not universal but widely used.  The helper is pushing in reverse.  This is done so when the crew reaches the end of the push, they just uncouple and drift back down the hill in forward.  I remember the first time I saw this on Crawfod Hill in Nebraska.  What I thought was the leading unit, of a three unit set, was showing red classification lights.  Later,
I realized that the consist was running in reverse and the lights were for the downhill run.  Thanks for posting.

The GP also has a clearly visible poling pocket at the top of the steps.
