The location is Chase on the south side of Milwaukee. At one time, the North Western had a large roundhouse and yard there. The shot is probably taken from the North Shore ROW (in 1962 it was still operating). Yes- the Milwaukeee crosses and can been seen in the background. Today this view would show I-94, but trees would probably obscure the view.
