Am using an HP Stream with an 11.6" Screen but can make out "M of W" on second tender.
So it is definitely not for extra water.  Someone using a large monitor might be able to provide you additional info.

Looks like the second tender is backwards.

It says Norfolk and Western, the number, then M of W. Likely they are just switching it out - no connection to the locomotive

M of W identifies it as being assigned Maintenance of Way service,  My real question is does any of the freehand painting identify it as being set aside for scrap.  I can't read it becasue my screen is too small.
