Maybe the rear brakeman decided to ride up front for some reason. I had my two brakeman up front a number of times leaving the "conducer" by himself in the caboose. Usually only when we had work to do enroute.

House and 1 were used for power in my day. Ahead of the units to the west is the South & Siskiyou sidings and the storage track. Maybe some units being picked up or swapped around from the Siskiyou Line or helpers.
