(Higher quality redo) MILW 739 (FM H12-44) is in either East Moline, Iowa or Davenport, Iowa on August 19, 1973.

My guess is Davenport, Iowa at the Robin Hood Flour mill.  It would eventually have a dust explosion which was the end of that mill.
