Suspect the date is more like 1952.  Frisco's Baldwin VO-1000s were repowered by EMD in 1957 and got a typical EMD switcher radiator section (and two exhaust stacks) in the process.  The 207 in your pic still has her original Baldwin radiator configuration and I don't see the twin exhaust stacks.  Compare to this photo of repowered SLSF 202: https://www.rr-fallenflags.org/slsf/slsf202.jpg
