I doubt it was overtly designed to be temporary, any more so than any other wood structures are.  Kind of looks like them making the best of what naturally available materials and topography gave them.  

That being said, California Western originally had something like 115 wood trestles in their 40-mile long main line, after World War II they invested heavily in fills and minor line changes that eventually reduced the bridge count to 35.
