It's a detoured UP OGVOG train (empty ore cars from Geneva headed north towards Ogden). At that time, UP had trackage rights to use the Rio Grande mainline, but it was closed for trackwork that day and UP management opted to use it's old Provo Sub to reach Salt Lake City's North Yard.
The photo is taken where the huge UTA "Sandy Civic Center" TRAX station is located today at 100th South and 2nd East. The slide mount reads that the milepost (from Los Angeles) is P-785.85 and the time is 4:23 p.m. I'm sure I must have gotten off work that day at 4:00 p.m. and caught the train topping "Point of the Mountain" and headed back to grab this unusual photo.
