No, the CFL is a section of the former CPR St-Gabriel sub from Joliette to St-Felix-de-Valois. It interchanges with Quebec Gatineau at Joliette. Perversely, most of their traffic comes from CN. The CN/QG/CFL interchange is 1/4 mile south of where CFL ends. Although the CFL can see the cars for them at the CN interchange they have to wait for QG to move the cars 1/4 mile to them.

The Ottawa Central was all ex-CNR trackage (now back in CN hands due to the financial collapse of the Quebec Railway Corp). The #3000 looks like an Ottawa Central unit because it was the demonstrator built by ERS in Moncton with the NBEC/Ottawa Central in mind. Somehow it escaped the CN purge of all NBEC RS-18's.

Attached is a shot of the QG crossing the CN diamond in Joliette having just interchanged with CFL.
