Lots of bridges like that on CN. Could be Beloeil, QC.

It definitely is CN's Bridge over the Richelieu River, with Roger being on the Otterburn Park (Qc) side of the river, with the train on CN's St-Hyacinthe Sub. Here is VIA 15 on the same bridge in December 2014.
