Forced relocation, terminal closings, etc sounds like the company means to make major changes.

We can take up to 24 hrs personal rest at the home terminal and an EO (up to another 24 hrs. off for a total of 48 hrs.) after every 1075 miles.

We also are given 12 PLDs (unpaid personal days) annually. Amongst other things, the above are on the company's list of demands to eliminate.

It would be systemwide, not sure why only CBC Saskatchewan had reported it.
