Help with an old slide

This was taken March 29, 1971, by George Turnbull. I have always wondered if the "CNR" scrawled on the side was true,
or just a joke. No expert on Canadian electric ops, I thought it was Cornwall Street Ry, but no real info.
I thought the Canadian thread was better than just nostalgia to ask. Any help appreciated.

Looks like Cornwall to me. CN acquired the railway in 1971 and electric operations ceased in October of that year. The CN acquisition explains the CNR scrawled on the side of the locomotive.
