Hutchison Ports Works Port Deal in Quebec City

Québec Port Authority has worked out a arrangement with Hutchison Ports and Canadian National to build and operate the new container terminal known as Laurentia.  How will this ultimately affect the ports of Montreal, Halifax and Saint John?  Can the QGRY access the port in Quebec City?

The facility will be added to the east end of the Beauport section of the port, where builk materials and liquids are currently handled. While it's in French, this publication about the Beauport 2020 project has a good diagram of the container facility and trackage on Page 18:

The Beauport 2020 project included bulk liquids and solids as well as containerized general freight but now the entire new section will be devoted to containerized freight.
