I can’t imagine them in use to the spiral tunnels on a coal train!

That's also a CP issue, whereas CN has a mainline with grades under 1% all the way to the coast. CP ordered dynamics on most if not all of their power right from early days of dieselization, CN finally started ordering dynamics late in the SD40-2 era for their coal branches in Alberta.
