They could be deadheading a diner and coach car etc. It's just that the baggage car hasn't "cleared" the front end of the freight locomotive yet. It's common for equipment to be shuttled back and forth in the winter time between Toronto-Winnipeg-Edmonton-Jasper-Vancouver.
