CN obviously doesn't care for the new rules. They want the shippers to scream bloody murder to either get the new rules rescinded or modified.

It sure is painful to have to do 20 mph and I only have 20 miles of Candadian track to traverse.

This is not an embargo. As one of the commenters at the Trains website noted: "Basically CN is forbidding certain hazmat shipments from simply being waybilled at the customer’s discretion. Under the permit system; the shipper will apply for a permit number for each shipment and that number must then be shown on the waybill before CN will accept the billing."

That's quite different from an embargo, in which the traffic is simply not carried, period.
 

Okay, what I got from this is that CN is going to a permit system so they can insure that no more then 19 cars with crude, propane and TIH will be on any train to avoid the speed limits.
Do I have this right?

Railsmith, you are correct of course about the word "embargo." The problem is CN, oddly enough, used the term in the customer notification announcing the permit system. They are viewing it as an embargo on all hazmat/TIH shipments, with the only way to move them being through permits.

This actually is an Embargo. You may not have a complete understanding of how the Embargo system works. There is much more to it than simply shutting off traffic. Most folks commonly associate an Embargo with a line that is in disrepair or one that has been heavily damaged by weather and cannot be used. There are many other situations where an Embargo can be used.

In this case, CN(and now CP) has Embargoed all traffic with Hazardous Materials STCCs(Standard Transporation Commoditiy Codes), prohibiting their movement on their lines. The only way to move a Hazardous Material shipment under an Embargo is to request a permit from the issuing railroad.

You can search on the public Embargo site for CN embargo 820 and CPRS embargo 420, which are the numbers for each road's embargo.

From CN's embargo statement,
“We will comply with the order while managing its significant impact on our operations
and that of our customers carrying passengers.”

They're issuing the embargo to help VIA Rail !
Or is it just for the upcoming Moonlighter's trip ?

I am sure that CN and CP don't like the order. If they don't limit the number of Hazmat cars on a train , then you won't neet a clock to just how late Via is, you will need a calendar.
Not to mention how late all the freight would be.
