CBC news report of Feb 9th (updated Feb 10th):"Sask. crude oil train that crashed and burned had new puncture-resistant cars endorsed by feds"The Canadian Pacific Railway train that derailed, leaked crude oil and ignited a large fire in rural Saskatchewan on Thursday was using new, industry-standard tank cars meant to be more puncture-resistant than their predecessors, the ones that exploded in Lac-Mégantic, Que., in 2013.Both CP and ConocoPhillips, which owned the bitumen on board, confirmed the train was made up of TC-117J cars endorsed by Canadian regulators in 2016."The 117Js are newly built," a ConocoPhillips spokesperson said. "[They] meet or exceed the standard required for crude transportation."

Sounds like the pipe line that is being objected to would be much safer.

Maybe the oil tank car should be built with a flexible membrane loose inner liner that would hold the oil if the steel car is torn open.  Hard to tear of cut something that is flexible and tough plastic. The cars should also contain inflated bladder to take up space above the load to prevent slosh such as is used in barges.
