CN's more gentle grades make this possible, although I'm sure that the loading and unloading capabilities at origin and destination come into play here, too. Although they have run some bigger car counts.

The potash cars are new enough that they apparently have good brakes, grain trains seem more likely to have issues on the descending westbound grades (which exceed 2% on both passes)
