When the double track for the first 16 miles of the Bedford Sub was shortened after Huricane Juan in 2003, a new control point called Millview was created at roughly mile 8.  This would be the start of the Halifax Transfer Track and provide about 10,000 feet of track west of the Rockingham yard office to build westbound trains.  Although 10,000 feet was considered long enough to handle any trains in 2003, they now are routinely 13 or 14,000 feet, and 121 has been recently approved for up to 16,000 feet leaving Moncton.

The lack of double track to Windsor Jct. also means that VIA 15, the Ocean will frequently have to wait at Millview for any eastbound freights.  But on November 11, 2006, TEST train 482, pulled by GP40-2L 9584, got into the clear in time for 15 to get a clear signal on the main line.  Regular freights would normally proceed to Rockingham Yard, but 482 backed out onto the main after 15 had cleared the block, and continued testing the main line, as shown here in the second image near mile 7.
