The C40-8W units in the 21xx series are desktop controls, as well as the remaining C40-8M cowl units.  I believe the C44-9WL units did as well, but I'm not certain.

Desktop control stands first came to CN in 1982 with HR616 #2119, (2100-2118 had AAR type stands). The SD50F and SD60F units had them along with the Dash 8-40CM 2400-2454. The wide cab ex ATSF Dash 8s, along with Dash 9 2500-2522 have desktop controls as well.

Correct. IC 2455-2466 have desktop controls.
