It appears VIA Rail loses more money when not running trains than running them with paying passengers.

Since the second wave of the pandemic has hit hard, more people are staying at home and VIA has reduced corridor service. The hours of the telephone sales office have been cut back to what they were last spring, namely Monday to Friday from 09:00 to 17:00.

VIA has extended the period of "no fee" cancellations for any fare until May 15th which, coincidentally, is the target date for the resumption of the Ocean and the Canadian.
